The Client and The Project

The security of residents, staff and visitors/guests at The Address Boulevard Hotel (TABH) was of primary importance. In order to ensure TABH became a safe and secure environment to live, work and visit, an integrated site wide physical and electronic security system was to be provided, in accordance with all prevailing standards of DPS (Department of Protective Systems), the requirements of ESG (Emaar Security Group) and approvals as required by Dubai Police.

SGW were appointed by NORR Group Consultants to prepare and progress the following stages of Specialist Security Consultants (SSC) services for the Address Hotel Project:

In order to begin the project lifecycle, SGW requested an accompanied visit to two existing EMAAR owned/ managed hotel complexes in Dubai, The Address, Dubai Mall and The Address, Downtown. The propose of visiting these hotels with representatives from the design team and client’s group security department was to ascertain the levels of protection currently deployed at these two properties and the methods adapted by the establishment security management team to keep staff, guests and property safe and secure.

Forming a component of the schematic design report, SGW considered and applied EMAAR Security Group, Project Security Standards Overview and approvals as required by Dubai Police. The standards highlighted the requirements for the consideration of pre-requisites, scoping and analysis, master planning and a detailed strategic level security risk assessment to understand and identify the security risks applicable to the hotel development. The report consisted of: Location, Site Threat and Risk Analysis, Security Risk Assessment Matrix, Summary of Security Countermeasures and 2D Architectural CAD drawings highlighting all the above.

In order to complete the detailed design phase, it was essential to provide a robust resilient system, with a minimum of 30% built in expansion capability throughout all security equipment.

The detailed design, supply, installation, commissioning and on-going maintenance support of an integrated security system, compromised of the following security systems:

SGW were responsible for providing regular progress reports to the NORR Group Consultants. Additionally, regular meetings were scheduled with the client team, to provide documents with updates on progress to date, as well as responding to requests for interpretation and additional information needed to complete the project. SGW was responsible for resolving conflicts between third party manufacturers and contractors.

It was the responsibility of SGW to undertake a physical inspection of works and functional testing such as; Factory Acceptance Testing (FAT), Commissioning Testing, Site Acceptance Testing (SAT), Integrated System Test (IST), Sustained Performance Testing (IST). All test procedures included specific project test sheets clearly stating the requirements of the test, test equipment used, expected test results and actual measured results.

A complete project close-out included a set of design documents detailing the full system requirements and design intent was ultimately created, ensuring the client could obtain tender returns that offer value for money, speed of delivery, standards compliance and a high level of quality for a reputable contractor with similar experience.
